Members of Council and Local Boards hold positions of public trust. The Code of Conduct for Members of Council and Local Boards (PDF · 671 KB) sets out the standards of ethical behaviour expected of members when carrying out their duties and supports accountability, integrity and public confidence in local government.

Procedural By-law

The Township’s Procedural By-law (PDF · 441 KB) establishes the rules governing Council and Committee meetings, including how meetings are conducted and decisions are made.

The Township’s Code of Conduct for Members of Council and Local Boards establishes the standards of ethical behaviour expected of members when carrying out their duties.

The Township has appointed Cunningham, Swan, Carty, Little & Bonham LLP as its Integrity Commissioner under section 223.3 of the Municipal Act, 2001. The Integrity Commissioner reports to Council and performs their duties independently.

Role of the Integrity Commissioner

The Integrity Commissioner’s responsibilities include:

• Reviewing and investigating complaints about alleged violations of the Code of Conduct and other rules governing members’ ethical conduct;

• Providing advice to members about their ethical obligations;

• Providing education to members and the public about the Code of Conduct and the Municipal Conflict of Interest Act;

• Investigating applications concerning alleged contraventions of sections 5, 5.1 and 5.2 of the Municipal Conflict of Interest Act; and

• Reporting findings and recommendations to Council, as appropriate.

Making a Code of Conduct Complaint

Any person, any Member of Council, or Council may initiate a complaint concerning an alleged contravention of the Code of Conduct, a corporate policy or the Municipal Conflict of Interest Act by a member covered by the Code.

Council meetings are open to the public, except where a meeting or part of a meeting may be closed under section 239 of the Municipal Act, 2001.

Before entering a closed session, Council must pass a resolution stating that a closed meeting will be held and describing the general nature of the matters to be considered.

Requesting a Closed Meeting Investigation

Any person may request an investigation if they believe a meeting, or part of a meeting, was improperly closed to the public.

The Closed Meeting Investigator independently reviews whether the Township complied with the closed meeting requirements of the Municipal Act, 2001 and its Procedural By-law, and reports their findings and any recommendations.

The Township participates in the Local Authority Services (LAS) Closed Meeting Investigator Program until December 31, 2026.
