Community Safety & Well-being Plan

Peterborough County Regional Community Safety and Well-Being Plan

The Township of Asphodel-Norwood is part of the Peterborough County Regional Community Safety and Well-Being Plan, developed in partnership with Peterborough County and the County’s eight lower-tier municipalities.

A Community Safety and Well-Being Plan is a long-term, collaborative plan that brings municipalities, police, service providers, community organizations, and residents together to help address local and regional needs. The goal is to support communities where residents feel safe, connected, supported, and able to access the services they need.

The regional approach helps strengthen coordination across Peterborough County, improve service integration, and ensure that local actions continue to reflect both Township priorities and broader County-wide needs.

Why Community Safety and Well-Being Planning Matters

Community safety and well-being planning focuses on prevention, early intervention, and collaboration. Many of the issues that affect safety and well-being - such as health care access, housing, transportation, mental health, food security, and social inclusion - require support from multiple levels of government, agencies, organizations, and community partners.

Through the regional Plan, the Township will continue to support, advocate, communicate, and work with partners to improve access to services and strengthen community connections.

County-Wide Priority Areas

The Peterborough County Regional Community Safety and Well-Being Plan identifies five key priority areas:

Access to Healthcare

Improving access to health care, mental health supports, addictions services, community-based care, and related service pathways.

Housing Security

Supporting access to safe, appropriate, attainable, and affordable housing options across the County.

Transportation and Connectivity

Improving access to transportation, services, employment, education, health care, and community supports, particularly in rural and underserved areas.

Climate Change and Sustainability

Supporting community resilience, emergency preparedness, sustainable practices, and long-term environmental well-being.

Older Adults and Aging Populations

Supporting older adults through accessible services, transportation, aging-in-place supports, and opportunities for social connection.

Asphodel-Norwood Local Priorities

As part of the regional Plan, the Township of Asphodel-Norwood has identified local priorities that reflect the needs of our rural, village, agricultural, and waterfront communities.

These priorities recognize the important role of local services, regional partnerships, community organizations, volunteers, recreation facilities, libraries, health care supports, and public communication in strengthening community safety and well-being.


Implementation and Reporting

The Township will continue to work with Peterborough County, neighbouring municipalities, community partners, and service providers to support implementation of the regional Plan.

Progress will be reviewed and reported regularly. Updates will be shared with Council and made available to the public to demonstrate progress, highlight accomplishments, and identify emerging needs.

Asphodel-Norwood previously participated in a joint Community Safety and Well-Being Plan with the Townships of Cavan Monaghan and Otonabee-South Monaghan. Those documents remain available below for reference.
