The Township of Asphodel-Norwood is committed to managing the drinking water system for the Norwood Drinking Water and the Trentview Estates Distribution systems by effectively establishing, maintaining, and continually improving its Drinking Water Quality Management System (DWQMS) to help ensure its customers clean, safe drinking water at all times. Consumer confidence in the drinking water quality shall be achieved through a proactive approach to meet or exceed applicable drinking water legislation, regulations, and standards. Drinking water quality is ensured by a comprehensive risk-based process control system that is staffed by competent employees who are dedicated to providing reliable, safe drinking water.

The Township of Asphodel-Norwood possesses a Certificate of Accreditation showing that it operates a quality management system which conforms with the requirements of Drinking Water Quality Management Standard Version 2-2017 for the Drinking Water Treatment & Distribution; Full Scope including:

• Norwood Drinking Water System; and
• Trentview Estates Development Distribution System.

The Water and Wastewater Financial Plan supports the long-term sustainability of the Township’s water and wastewater systems. It ensures sufficient financial resources are in place to maintain and replace infrastructure, meet service expectations, and comply with regulatory requirements.

As part of the Township’s broader asset management and financial planning framework, the Plan provides Council, staff, and residents with a clear view of projected operating and capital needs, along with the funding strategies to support them.

Prepared in accordance with Ontario Regulation 453/07 (Financial Plans), the document demonstrates the Township’s financial capacity to operate its drinking water system sustainably. Although the Regulation applies only to drinking water systems, this Plan also includes the wastewater system to present a comprehensive, integrated approach to financial sustainability.

The Township of Asphodel-Norwood (the Township) initiated a planning process to assess alternative potable water storage solutions for the Village of Norwood (Village). Currently, the Village’s potable water system provides water to a population of approximately 2,100 people. A 2020 Infrastructure Assessment Report by Engage Engineering identified significant growth potential in the Village over the next 10-20 years and beyond. As such, the Township is considering infrastructure upgrades to ensure sufficient and reliable service for the community as it grows.

The Village’s existing drinking water supply system consists of four (4) groundwater wells, a recently upgraded chlorine disinfection water treatment plant, one municipal water tower (standpipe), and a dedicated distribution system.

As part of the Municipal Class Environmental Assessment (Class EA) process for reviewing the Potable Water Storage, public comment during the evaluation of alternative solutions was requested.

Is your home at risk for frozen pipes? Canadian winters can be harsh and water damage caused by burst pipes is a real threat. Below are some tips on how to keep your pipes from freezing.

1. Drain outside water lines
Water lines that are in unheated or uninsulated areas are most at risk for freezing. Before winter arrives, all outdoor water lines should be turned off and drained.

2. Keep the heat on
Keep the temperature in your house above 21 °C. Avoid turning down the heat at night when very cold temperatures are in the forecast.

3. Keep a small stream of water running
Pipes can burst when water freezes and expands; but water won’t freeze as easily if it’s running. When it is extremely cold, keep a small stream of water flowing from a tap (bathtub faucet is best is ideal).

4. Keep interior doors open and garage doors closed
Keep the heat inside and circulating by keeping interior doors open and the garage doors closed.

5. Think prevention before you go away

• Turn off the water main to drain the water pipes
• Turn on all the taps and flush the toilets.
• Drain your hot water tank.
• Unhook and drain your washing machine lines.
• Ask a friend to check on your house.
• Set the heat to a temperature only a few degrees lower than usual.
• Open kitchen and bathroom cabinet doors, as well as closet and attic doors, so warmer air can circulate.
