Municipal Plans

The Township is committed to fulfilling the requirements under the Accessibility for Ontarians with Disabilities Act, 2005. The Township of Asphodel-Norwood's Multi-Year Accessibility Plan outlines the steps the Township of Asphodel-Norwood is taking to meet those requirements and to improve opportunities for people with disabilities.

This plan represents the second cycle of the five-year Asphalt Plan for the Township. The same can be said for this plan as for the five-year Surface Treatment Plan in that these plans are invaluable when it comes to budget forecasts, long term planning, and capital project scheduling. These plans give the Township direction with respect to current and future road needs.

The Council of the Township of Asphodel-Norwood are keen to promote a program that encourages the maintenance and rehabilitation of commercial buildings in the downtown area of the Village of Norwood.

The Township's vision statement states that The Township of Asphodel-Norwood is a safe, growing community, rich in heritage and offering a rural lifestyle.

Municipalities are required, under the Province's Safer Ontario Act, 2018, to develop a Community Safety & Well-being (CSWB) plan. The Townships of Asphodel-Norwood, Cavan Monaghan, and Otonabee-South Monaghan partnered together to develop a combined local plan; and submitted to the province in June, 2022.

A CSWB plan is the result of when local governments, police, organizations, and residents discuss local issues and then commit to working together in new ways to create a safer, healthier communities. The intention for this plan is to redirect local efforts and investments from short-term, reactive, 'band-aid' responses to long-term, preventative, and risk mitigating social development.

Master Fire Plan (PDF · 3.27 MB)

The Township of Asphodel-Norwood Recreation Master Plan (PDF 2.0 MB) is a high level document that addresses the need for recreation programs, facilities, services, and their delivery to community residents until the end of its timeframe - 2029. Although recreation facilities and amenities in Township parks are considered (e.g., ball diamonds, play structures, skate park, picnic areas), parks themselves and trails were not part of the Master Plan’s scope, resident input related to these topics was provided to the Township in the community consultation results reporting.

The Plan’s analyses and recommendations are based on the situation today and what is anticipated to happen or likely to happen, given available information and the possibilities identified by parties consulted. Monitoring and regularly evaluating the status of recommendations over the life of the Plan will be important to integrating change into chosen directions.

In some instances, the Plan indicates additional work that will be required to take high level recommendations to the detail that will be needed for implementation. Recommendations may also be contingent upon other decisions, both internally and externally. These considerations emphasize the need for ongoing communications among providers to collectively monitor changes in the service environment. In response to change, the Township can update the Plan by adjusting, as required, the timing and details of specific projects.

The Master Plan’s finalization straddled the pre-COVID-19 and COVID-19 time periods. The Plan’s implementation at least in the short-term, will occur in an altered environment and will need to accommodate changes in response to the pandemic. The Plan’s recommendations, however, remain valid responses to the needs identified by the community.

Recreational Master Plan Survey: 1st Results

On January 25, 2021 the first of two recreation planning surveys was released. The survey was a success with an impressive 337 responses being received. The survey results were presented to Council on March 9, 2021.

Recreational Master Plan Survey: 2nd Results

On March 26, 2021 the second of two recreation planning surveys was released. The survey questions focused on adults and seniors versus youth/families with an impressive 314 responses being received. The survey results were presented to Council on June 8, 2021.
