The Township of Asphodel-Norwood Planning Department

One of the most important responsibilities of a municipality is land use planning. Planning helps guide how a community grows and develops over time while establishing regulations that shape responsible and sustainable development.

Municipalities primarily manage land use through three key tools: the Official Plan, the Zoning By-Law (2009-08), and subdivision control. In Ontario, these tools are governed by the provisions of the Planning Act.

The planning process balances the interests of individual property owners with the needs of the broader community, while encouraging public and stakeholder participation. Through responsible planning, the Township of Asphodel-Norwood continues to support a safe, well-built, and vibrant community for residents and visitors.

The Council of The Corporation of the Township of Asphodel-Norwood passed updated Development Charges By-laws on December 12, 2023:

  • 2023-64 Development Charges for Services related to a Highway
  • 2023-65 Development Charges for Fire Protection Services
  • 2023-66 Development Charges for Parks and Recreation Services
  • 2023-67 Development Charges for Library Services
  • 2023-68 Development Charges for Waste Diversion Services

Development Charges UPDATE

Asphodel-Norwood is updating its Development Charges By-law under the authority of the Development Charges Act, 1997. The Township’s current By-law will expire December 31, 2023. A Development Charges Background Study must be completed, and a new By-law adopted for development charge collection to continue beyond this date.

Since 2016 the Township has been experiencing an influx of residential growth within the village of Norwood that shows no signs of slowing. To ensure that the village grows efficiently and effectively, an infrastructure assessment report has been drafted that details the current state of existing infrastructure and forecasts required upgrades in order to accept additional growth.  

The Township Asset Naming Policy establishes the processes and criteria for naming, renaming or dedicating Township assets such as streets, parks and facilities as well as major elements of such Township assets, including the methods by which the public may provide suggestions and comments. 

Due to legislative changes since the time the new Official Plan was originally adopted, the County is seeking feedback on proposed modifications to the Plan which would bring it into conformity with the new Provincial Planning Statement. 

The County will be hosting a virtual Open House and a hybrid Public Meeting to obtain feedback on the proposed revisions to the new Official Plan. Details can be found on the redline revisions page or the Notice of Open House and Public Meeting


 

On June 29, 2022, Peterborough County Council adopted the Official Plan through By-law Number 2022-47. The new Official Plan requires final approval from the Minister of Municipal Affairs and Housing prior to coming into effect. The Council meeting can be viewed in full on the County's YouTube channel and the Notice of Adoption has been provided in accordance with the Planning Act.

It is the policy of the Township of Asphodel-Norwood to require applicants to have a pre-consultation with the Planning Coordinator before submitting applications for zoning by-law amendments, minor variances and site plan approval to the Peterborough County Planning Department.

Pre-consultation prior to the submission of a formal application can help ensure a complete application and provide opportunities for early feedback on the proposed development plan. 

It ensures that all relevant planning policies are identified early in the process, as well as ensuring that all the relevant agencies if deemed necessary (i.e. ORCA, MTO, PHU) are at the table at the beginning of the development process.

It provides the Township with an opportunity to describe the development process and provide the potential applicant with a general idea of the costs and timelines associated with the application(s).
