County Road 40 Reconstruction Project Update
The Township of Asphodel-Norwood is advising residents of upcoming construction impacts related to the Norwood Park Phase 4 – County Road 40 Reconstruction Project.
Balterre Contracting has been awarded the contract for the project, which includes the replacement of water and sanitary sewer services. County Road 40 will be closed in stages to permit the replacement and upsizing of the sanitary sewer main. This work is required to support continued growth within the Village of Norwood and to ensure safe and reliable sanitary sewer infrastructure.
Construction is scheduled to take place from June 15, 2026 to November 12, 2026. Traffic disruptions, temporary delays, and lane restrictions should be expected during this period.
Road Closures and Traffic Impacts
Stage 1: Full Road Closure
County Road 40 will be fully closed between Wellington Street and Helen Street from June 29, 2026 to August 5, 2026.
During this stage, traffic will be detoured via Dummer/Asphodel Boundary Road, Asphodel 11th Line, and Highway 7.
Stage 2: Partial Road Closure
A partial closure of County Road 40 between Albine Street and Helen Street will take place from August 5, 2026 to September 30, 2026.
During this stage, traffic will be detoured along Helen Street from Albine Street through the subdivision and back to County Road 40. Heavy truck traffic will not be permitted on this detour route, and traffic-calming measures will be installed within the development.
Stage 3: Lane Restrictions
Daily lane restrictions and traffic impacts may continue throughout the project period, from June 15, 2026 to November 12, 2026. Traffic control personnel will be present, as required, to direct vehicles safely through or around the work area.
Local Access
Access for local residents will be maintained wherever reasonably possible. Access to private driveways will generally be maintained; however, temporary restrictions may occur when construction activities are directly in front of a property.
The contractor will notify residents and businesses as work approaches so that vehicles may be moved in advance. In some instances, vehicles may need to be parked overnight at an alternate location.
Any vehicles parked on the street overnight must be removed during construction hours, which are 7:00 a.m. to 7:00 p.m.
Service Disruptions
Water service to properties within the project area may be temporarily disrupted during construction. The contractor will make every reasonable effort to provide a minimum of 24 hours’ notice in advance of any planned shutdown. Wherever feasible, water service interruptions will be scheduled during off-peak hours.
Garbage and Recycling Collection
Garbage and recycling collection will continue on the regular schedule. Pickup locations may be adjusted as needed to accommodate road closures.
Residents are asked to place all garbage and recycling materials at the curb by 7:00 a.m. Please ensure your address is clearly marked on all recycling bins.
Balterre staff will collect materials from the curb and transport them to designated common collection areas for pickup. Blue boxes will be returned to each residence once collection is complete.
Mail Delivery
Mail delivery to community mailboxes is expected to continue as usual and is not anticipated to be significantly affected by the project. Canada Post has been advised of the construction schedule and detour routes.
Pedestrian Access and Accessibility
The contractor will make every reasonable effort to maintain safe pedestrian access throughout the construction period. Where sidewalks or pedestrian routes are affected, clearly marked pedestrian detours and directional signage will be provided.
Pedestrians will be routed away from active construction operations. Access to adjacent residences and businesses will be maintained whenever practical.
Accessible pedestrian routes will be maintained whenever possible. Where accessible routes cannot be maintained, alternate accessible routes will be identified where feasible.
Public Safety
This project involves deep excavations, heavy equipment, and truck traffic. Work areas will be secured with appropriate protective measures. Residents are asked to remain a safe distance from all construction activities and to follow all posted signage.
