Changes Coming to the Blue Bin Recycling Program – Effective January 1, 2026
The Province of Ontario is transitioning to an enhanced, province-wide recycling system managed by Circular Materials, a not-for-profit organization responsible for operating the new common collection system under the Extended Producer Responsibility (EPR) framework.
What Does This Mean for Residents?
Consistent Recycling Across Ontario
Beginning January 1, 2026, the same materials will be accepted in the Blue Box program regardless of where you live in the province.
More Materials Accepted Than Ever Before
New items will be added to the list of recyclable materials, including (but not limited to):
-
Hot and cold beverage cups
-
Frozen juice containers
-
Black take-out containers
-
Foam packaging
-
Ice cream tubs
…and more!

Impact on Industrial, Commercial & Institutional (IC&I) Generators
Under Ontario’s transition to a full producer-responsibility model, only residential properties and specific eligible facilities, such as schools, and non-profit long-term care facilities and retirement homes, will continue to receive Blue Box collection.
IC&I properties, including businesses, places of worship, municipal buildings, daycares, commercial farms, charities, campgrounds, and trailer parks, will no longer receive curbside recycling collection as of January 1, 2026. These generators are now responsible for establishing and managing their own recycling programs in accordance with provincial regulations.
One-Year Transition Support
To help ease this transition, the Township will accept IC&I recyclable materials at the Asphodel-Norwood Transfer Station for a one-year period. As IC&I material is not included in the provincially funded producer-responsibility program, tipping fees will apply.
Effective January 1, 2026, fees for IC&I recyclables at the Asphodel-Norwood Transfer Station will be:
-
$3.00 per blue box
-
$20.00 per cubic yard
