Blue Box Transition to Extended Producer Responsibility (EPR) Recycling

EFFECTIVE JANUARY 1, 2026

Beginning January 1, 2026, Circular Materials will fully manage Ontario’s Blue Box program as the Province transitions to an Extended Producer Responsibility (EPR) model. Under this new framework, producers of recyclable materials will fund and operate the program.

In our region, Emterra Group will deliver recycling collection services on behalf of Circular Materials.

What’s Changing?

Along with the shift to producer responsibility, new materials will be accepted in the recycling program starting January 1, 2026. These include, but are not limited to:

  • Hot and cold beverage cups

  • Foam packaging

  • Frozen juice containers

  • Black take-out containers and ice cream tubs

  • Deodorant and toothpaste containers

About EPR Recycling

A regulation introduced by the Province of Ontario has changed how municipalities deliver recycling services. Under the EPR system, producers of products and packaging are responsible for recycling the materials they supply. This model supports a circular economy and reduces the operational and financial responsibilities previously carried by municipalities.
