The Township of Asphodel-Norwood advises that The County of Peterborough Planning Department is responsible for the following:
- Severance processing and approval;
- Plan of subdivision and condominium processing and approval;
- Processing and approval of amendments to the County Official Plan;
- Approval of amendments to Township Official Plans; and
- Providing planning services to the Township of Asphodel-Norwood.
The Township of Asphodel-Norwood Planning Department
One of the most important responsibilities municipalities have is land use planning. It gives people an opportunity to decide how they would like to see their community develop over the years ahead and to introduce regulations that can help to shape the development of the community. There are three main tools used by municipalities to control land use. These are the official plan, the Zoning By-Law 2009-08, and subdivision control. In Ontario, the provisions of the Planning Act apply to the use of these three tools. The challenge is that of striking a reasonable balance between the interests of individual property owners and the interests of a community. We ensure that the planning process incorporates public and stakeholder involvement and balances the needs of numerous parties through the land development process. Our goal is to make the Township of Asphodel-Norwood an even better place to live and visit by making the Township a safe and well built community.
Development Charges By-law |
The Council of The Corporation of the Township of Asphodel-Norwood passed updated Development Charges By-laws on December 12, 2023:
Development Charges UPDATE Asphodel-Norwood is updating its Development Charges By-law under the authority of the Development Charges Act, 1997. The Township’s current By-law will expire December 31, 2023. A Development Charges Background Study must be completed, and a new By-law adopted for development charge collection to continue beyond this date.

Infrastructure Assessment Report - Norwood |
Since 2016 the Township has been experiencing an influx of residential growth within the village of Norwood that shows no signs of slowing. To ensure that the village grows efficiently and effectively, an infrastructure assessment report has been drafted that details the current state of existing infrastructure and forecasts required upgrades in order to accept additional growth. |
Township Asset Naming Policy |
The Township Asset Naming Policy establishes the processes and criteria for naming, renaming or dedicating Township assets such as streets, parks and facilities as well as major elements of such Township assets, including the methods by which the public may provide suggestions and comments. |
NEW County Official Plan |
On June 29, 2022, Peterborough County Council adopted the Official Plan through By-law Number 2022-47. The new Official Plan requires final approval from the Minister of Municipal Affairs and Housing prior to coming into effect. The Council meeting can be viewed in full on the County's YouTube channel and the Notice of Adoption has been provided in accordance with the Planning Act. What is Pre-consultation? |
It is the policy of the Township of Asphodel-Norwood to require applicants to have a pre-consultation with the Planning Coordinator before submitting applications for zoning by-law amendments, minor variances and site plan approval to the Peterborough County Planning Department. Pre-consultation prior to the submission of a formal application can help ensure a complete application and provide opportunities for early feedback on the proposed development plan. It ensures that all relevant planning policies are identified early in the process, as well as ensuring that all the relevant agencies if deemed necessary (i.e. ORCA, MTO, PHU) are at the table at the beginning of the development process. It provides the Township with an opportunity to describe the development process and provide the potential applicant with a general idea of the costs and timelines associated with the application(s). |
