At its regular meeting held May 23, 2023, the Council of the Corporation of the Township of Asphodel-Norwood adopted an Outdoor Water Use By-law (numbered 2023-30).
By-law 2023-30 is applicable to residents in the Village of Norwood and shall take effect July 1, 2023 - September 30, 2023 (and June 1 - September 30 each subsequent calendar year) as follows:

Program levels will be determined by the Township Water and Wastewater Department and communicated to the general public accordingly.
Municipal Address Days
- Houses with Odd Numbers
Outdoor water-use is permitted on odd numbered days of the month, during allowed hours
For example - if your house number is 23, you may water your lawn on odd number days (1, 3, 5, etc.)
- Houses with Even Numbers
Outdoor water-use is permitted on even numbered days of the month, during allowed hours
For example - if your house number is 24, you may water your lawn on even number days (2, 4, 6, etc.)
Permitted Hours
- From 7:00 a.m. – 9:00 a.m.
- From 7:00 p.m. – 9:00 p.m.
Permits
When the Outdoor Water Use By-law is in effect, an application must be submitted to the Township for a New Turf Permit for the supply of water on or from the property owner’s property, outside of allowed hours on municipal address days.
If approved, a $50.00 fee is applicable.
Enforcement
Any person contravening the provisions set out in By-law 2023-30 shall first incur a written warning. A subsequent violation will result in an administration surcharge of $75.00 plus:
- a fine of $100.00 for the 1st offence
- a fine of $200.00 for the 2nd offence
- a fine of $400.00 for the 3rd offence
After a third offence, the service of water to the subject property shall be turned off until such time as all fines are paid.
